well,
1. you can just apply for ESE-9..that too on arts side...means you can not apply for ese-Sci-Math
2.No way, you can not apply for 14 scale or higher....
3.pay for 9th scale is almost 15830 ....
4.sorry,there are no short cuts......the only way i know is Masters in any subject.....(school subject)

i have also done chemical engineering....
aur mein khud ESE-9 k lye apply ker rha hun....aur Inshallah agar muje yeh job mil jati hai toh ...i ll prefer to do M.A English....i.e M.A English ki seats har saal ati hai.....and we can apply for 14 as well as 16 scale.....with that degree.....
in short ,M.A English is most suitable subject for promotion......(Master krne k baad 2 options hain promotion ki....
1.after 2 saal, jab master complete ho jaye toh hum wait krein job again publish hone ka aur doobara se apply krein.....against 16 aur 14 scale.....
2.inter-department promotion...jis mein bhut time lagta hai......han agar ap k pass paisa
aur approach ho toh phir kam time lagta hai...
in my case, i prefer option #1......
by the way kia mein ap sy pouch sakta hun k app kahan se hain....i am from Multan.....
