21. civil service

An entire body of those employed in the civil administration as distinct from the military and excluding elected officials. The term was used in designating the British administration of India, and its first application elsewhere was in 1854 in England. Modern civil service personnel are usually chosen by examination and promoted on the basis of merit ratings. In democratic nations recruitment and advancement procedures are designed to divorce the civil service from political patronage.



History


The use of competitive examinations to select civil officials was begun in China during the Han dynasty (206 B.C.–A.D. 220), and expanded to include all important positions during the Sung dynasty (960–1279; see Chinese examination system). In the West, however, selection of civil administrators and staff on the basis of merit examinations is a late development. Despite important contributions to administrative structure and procedure, the Roman Empire seems to have recruited and promoted officials largely on the basis of custom and the judgement of superiors.

The establishment of the modern civil service is closely associated with the decline of feudalism and the growth of national autocratic states. In Prussia, as early as the mid-17th cent., Frederick William, elector of Brandenburg, created an efficient civil administration staffed by civil servants chosen on a competitive basis. In France similar reforms preceded the Revolution, and they were the basis for the Napoleonic reforms that transformed the royal service into the civil service. Development of a professional civil service came several decades later in Great Britain and the United States.











22. coronation

ceremony of crowning and anointing a sovereign on his or her accession to the throne. Although a public ceremony inaugurating a new king or chief had long existed, a new religious service was added when Europe became Christianized. The service, derived from Old Testament accounts of the anointing of Saul and David by Samuel, helped to alter the concept of kingship, because anointment was thought to endow a prince with divine blessing and some degree of priestly (possibly even divine) character.

In England, from the coronation (973) of Edgar, the ceremony included a coronation oath, anointment, investiture, enthronement, and homage. The pageantry of the English coronation, which since 1066 has taken place in Westminster Abbey, is still that of medieval times. Kings of Scotland were crowned at Scone on the Coronation Stone,. which, according to tradition, is the stone Jacob used at Bethel; it was the Lia Fail, or Stone of Destiny, of early kings of Ireland, and, taken to Scotland, was used in coronation ceremonies there. In 1296 Edward I took the stone to Westminster, where it was under the seat of the coronation chair until 1996, when it was returned to Scotland and displayed in Edinburgh Castle.

In France, Pepin the Short, first king of the Carolingian line was twice anointed by popes, partly to legitimize his supersession of the Merovingian dynasty. Later the French coronation came to resemble the English form, which was probably introduced into France in the 10th cent. The custom whereby the Holy Roman emperor was crowned by the pope dates from the coronation of Charlemagne on Christmas Day, 800. The anointing of the emperor by the pope was instituted by Louis I in 816. In 1804, Napoleon I brought Pope Pius VII to Paris to crown him in Notre Dame cathedral; but, in a famous episode, he seized the crown from the pope's hands and crowned himself.










23. democracy

This term originating in ancient Greece to designate a government where the people share in directing the activities of the state, as distinct from governments controlled by a single class, select group, or autocrat. The definition of democracy has been expanded, however, to describe a philosophy that insists on the right and the capacity of a people, acting either directly or through representatives, to control their institutions for their own purposes. Such a philosophy places a high value on the equality of individuals and would free people as far as possible from restraints not self-imposed. It insists that necessary restraints be imposed only by the consent of the majority and that they conform to the principle of equality.



Development

Democracy first flourished in the Greek city-state, reaching its fullest expression in ancient Athens. There the citizens, as members of the assembly, participated directly in the making of their laws. A democracy of this sort was possible only in a small state where the people were politically educated, and it was limited since the majority of inhabitants were slaves or noncitizens. Athenian democracy fell before imperial rule, as did other ancient democracies in the early Italian cities and the early church. In this period and in the Middle Ages, ideas such as representation crucial to modern Western democracy were developed.

Doctrines of natural law evolved into the idea of natural rights, i.e., that all people have certain rights, such as self-preservation, that cannot be taken from them. The idea of contract followed, that rulers and people were bound to each other by reciprocal obligations. If the sovereign failed in his duties or transgressed on natural rights, the people could take back their sovereignty. This idea, as postulated by John Locke, strongly influenced the development of British parliamentary democracy and, as defined in the social contract theory of Jean Jacques Rousseau, helped form the philosophical justification for the American and French Revolutions. The idea that equality of opportunity can be maintained through political democracy alone has long been challenged by socialists and others, who insist that economic democracy through economic equality and public ownership of the major means of production is the only foundation upon which a true political democracy can be erected.

English settlers in America faced frontier conditions that emphasized the importance of the individual and helped in breaking down class distinctions and prejudices. These led to a democratic political structure marked by a high degree of individualism, civil liberty, and a government limited by law. In the 19th cent. emphasis was placed on broadening the franchise and improving the machinery for enabling the will of the people to be more fully and directly expressed.

Since the mid-20th cent. most political systems have described themselves as democracies, but many of them have not encouraged competing political parties and have not stressed individual rights and other elements typical of classic Western democracy. With the collapse of one-party Communist rule in Eastern Europe, the fall of authoritarian dictatorships in Latin America, and the end of some one-party states in sub-Saharan Africa, however, the number of true multiparty democracies has increased. Despite the increase in the number of countries holding multiparty elections, however, the United Nations issued a study in 2002 that stated that in more than half the world's nations the rights and freedoms of citizens are limited.















24. deportation

The expulsion of an alien from a country by an act of its government. The term is not applied ordinarily to sending a national into exile or to committing one convicted of crime to an overseas penal colony (historically called transportation). In international law the right to send an alien to the country to which he or she owes allegiance (or to any country that will accept him or her) derives from a government's sovereignty. In the United States, deportation is the responsibility of the Bureau of Immigration and Customs Enforcement of the Dept. of Homeland Security.

Except under the Alien and Sedition Acts of 1798 there was no American deportation law until the enactment in 1882 of a statute aimed at certain Chinese immigrants. The class of deportable aliens was subsequently enlarged several times, coming to include persons who before their entry into the United States were insane, feeble-minded, illiterate, or diseased in various ways. Many foreigners suspected of involvement in radical political activity were deported during the “Red Scare” of 1919. The Immigration and Nationality Act of 1952 removed the statute of limitations on any kind of deportation.

The largest group of deported persons are those who have entered the country illegally. In the 1980s and 1990s expulsion of some of the numerous refugees from such Caribbean countries as Cuba and Haiti raised controversy. A deported alien cannot reenter the United States without special permission from the attorney general.














25. despotism

It may be defined as government by an absolute ruler unchecked by effective constitutional limits to his power. In Greek usage, a despot was ruler of a household and master of its slaves. The title was applied to gods and, by derivation, to the quasi-divine rulers of the Middle East. In the Byzantine Empire, despot was a title of honor of the emperors and their relatives and of vassal princes of the tributary states and dignitaries of the Eastern Church. The Ottoman Empire perpetuated the term as applied to church officials and territorial princes. The 18th-century doctrine of the Enlightenment influenced such absolutist rulers as Frederick the Great of Prussia, Catherine II of Russia, and Holy Roman Emperor Joseph II toward a rule of beneficent intent known as benevolent despotism. However, despot is now a term of opprobrium.











26. dictator

originally a Roman magistrate appointed to rule the state in times of emergency; in modern usage, an absolutist or autocratic ruler who assumes extraconstitutional powers. From 501 B.C. until the abolition of the office in 44 B.C., Rome had 88 dictators. They were usually appointed by a consul and were invested with sweeping authority over the citizens, but they were limited to a term of six months and lacked power over the public finances. Dictators were held to strict account for their conduct in office. Lucius Cornelius Sulla and Julius Caesar abolished the limitations to dictatorship and governed unconstitutionally. The Romans abandoned the institution after Caesar's murder. Modern dictators have usually come to power in times of emergency. Frequently they have seized power by coup, but some, most notably Benito Mussolini in Italy and Adolf Hitler in Germany, achieved office by legal means and once in power overthrew constitutional restraints. In the USSR the “dictatorship of the proletariat” took the form of a concentration of power in the hands of the Communist party. Under Joseph Stalin it developed into a personal dictatorship, but after his death there emerged a system of collective leadership. Latin American nations have undergone many dictatorships, usually by military leaders at the head of a junta.












27. dominion

dominion, power to rule, or that which is subject to rule. Before 1949 the term was used officially to describe the self-governing countries of the Commonwealth of Nations—e.g., Canada, Australia, or India. In 1949 India became a republic within the Commonwealth, and the use of the term dominion has since been largely abandoned because it is thought to imply subordination. Now these states are simply referred to as members of the Commonwealth.












28. domino theory

the notion that if one country becomes Communist, other nations in the region will probably follow, like dominoes falling in a line. The analogy, first applied (1954) to Southeast Asia by President Dwight Eisenhower, was adopted in the 1960s by supporters of the U.S. role in the Vietnam War. The process of choosing a candidate for office in an organization by the vote of those enfranchised to cast a ballot.


General History

In ancient Greek democracies (e.g., Athens) public officials were occasionally elected but more often were chosen by lot. In Rome the popular assemblies elected the tribunes. In the Middle Ages elections were abandoned, except for such processes as elections to the papacy and, in a more limited sense, of the Holy Roman emperor by a small and partly hereditary body of electors.

In the modern period, elections have been inseparable from the growth of democratic forms of government. Elections were associated with the parliamentary process in England from the 13th cent. and were gradually regularized by acts prescribing the frequency of elections (the Triennial Act of 1694, and the Septennial Act of 1716), by successive reform bills widening the franchise in the 19th cent., and by the adoption of the secret ballot in 1872.



Types of Representation

In the United States, Canada, Mexico, Great Britain, and many other nations, usually the one candidate who receives the most votes is elected from a district. If an absolute majority is needed to win, a run-off election maybe required. In Denmark, Norway, Sweden, Russia, Ukraine, Brazil, and other nations (including some local elections in the United States), proportional representation is used to more adequately represent political or other minorities within the electorate. Two methods are used—the voter ranking system in a multiseat district, and the party list system in which parties gaining a threshold vote win one seat and those well above the threshold dividing the remaining seats proportionally. While a proportional system provides representation for minorities and eliminates gerrymandering, primaries, and run-off elections, it can weaken the representative-constituent relationship, encourage multiple parties, and necessitate coalition rather than majority governments. Some nations, for example, Italy, Germany, and Spain, use a combination of direct election and proportional representation.












30. embargo

prohibition by a country of the departure of ships or certain types of goods from its ports. Instances of confining all domestic ships to port are rare, and the Embargo Act of 1807 is the sole example of this in American history. The detention of foreign vessels has occurred more often, either as an act of reprisal designed to coerce diplomatic redress, or in contemplation of war with the country to which the vessels belonged. Embargoes on goods, however, are far more common. Although an embargo can cripple a nation's economy, the use of an embargo alone has typically failed to achieve the goal its imposition was intended to secure.

The United States has used embargoes for both economic and strategic purposes. An example of the former was the prohibition of gold bullion exports in 1933, while the latter is seen in the embargo placed on certain war materials in 1940. An embargo may also be used as a political device. Thus, in 1912 the president was empowered to forbid the export of munitions to Latin America. The Neutrality Act of 1936 gave the president a similar power with regard to warring nations anywhere.

Embargoes were authorized as a form of sanction by the Covenant of the League of Nations, and were applied against Paraguay in 1934 in the Chaco dispute (see Gran Chaco) with Bolivia, and against Italy for its invasion of Ethiopia (1935–36). Article 41 of the United Nations Charter permits embargoes in cases of military aggression, and during the Korean War, the United Nations called upon its members to refrain from sending arms and strategic materials to territory controlled by the North Koreans and Chinese.

In 1960, the United States imposed an embargo of all goods, excluding food and medicine, on Cuba, and in 1962 the Organization of American States, amid great controversy, established its own Cuban trade embargo (since abandoned). Since the 1970s, economic sanctions of this sort have increasingly been used by the United States and the United Nations against nations that disturb peaceful relations, such as Iraq (imposed in 1990; exemption to sell oil in order to buy food and medicine granted in 1996) or Yugoslavia (imposed in 1992; eased in 1995 with removal tied to compliance with the Dayton Accords; new embargoes imposed by NATO during the Kosovo crisis in 1999); or against nations that have maintained white minority governments, such as Rhodesia (in the 1970s) or South Africa (in the 1980s).













31. emperor

the sovereign head of an empire. In the Roman republic the term imperator referred to the chief military commander and was used only on the battlefield. It was first used continuously by Julius Caesar and was retained by his successor Augustus. It was then adopted by all succeeding Roman rulers as an official title. An emperor continuously ruled over the eastern segment of the Roman Empire, which became known as the Byzantine Empire, until the 15th cent. In the West, after the fall of the empire, the title was revived with the crowning of Charlemagne (800). Eventually the territory reigned over by the successors of Charlemagne became known as the Holy Roman Empire, which lasted until 1806. In 1721 the Russian czar Peter I adopted the title emperor, and his example was followed in the 19th cent. by the monarchs in Austria, France, Germany, and Great Britain (Indian Empire, 1877–1947). The title was also used by several rulers in the Americas—in Brazil from 1822 to 1889; in Mexico by Agustín de Iturbide and Maximilian; and in Haiti by Jean Jacques Dessalines and Henri Christophe. In a general sense the title has been used to describe a non-European ruler of considerable territory, e.g., the emperor of Japan and the emperor of Ethiopia.












32. executive

one who carries out the will or plan of another person or of a group. In government, the term refers not only to the chief administrative officer but to all others who execute the laws and to them as a group. In modern government, the executive also formulates and carries out governmental policies, directs relations with foreign governments, commands the armed forces, approves or disapproves legislative acts, recommends legislation, and in some countries summons and opens the legislature, appoints and dismisses some executive officials, and pardons any but those impeached. Usually the executive may also issue ordinances, often supplementing legislative acts, and may interpret statutes for the guidance of officials. These broad powers depend upon the theory that the state has a juristic personality whose will the government, in its various departments, must perform. The separation of the legislative, executive, and judicial powers of government was not only modified in the Constitution but has been further modified in practice, for the President performs many judicial and legislative functions. State and municipal executives have likewise assumed larger powers. Distinction is sometimes made between executives who decide policies and the administration that carries out the laws and executive orders. In business, executives are those who manage, decide policies, and control the business.














33. extradition

delivery of a person, suspected or convicted of a crime, by the state where he has taken refuge to the state that asserts jurisdiction over him. Its purpose is to prevent criminals who flee a country from escaping punishment. Extradition first became a common policy in the 19th cent. International law does not recognize extradition as an obligation in the absence of a treaty, and although a state may, as a matter of courtesy, refuse asylum to a fugitive and honor a request for extradition, virtually all extradition takes place under the authority of bilateral treaties. The provisions of each nation's treaties may differ greatly from those of another, and it should be noted that some treaties are formulated so that a nation is not obligated to extradite. Extradition treaties agreed to by the United States require evidence that would show the accused to have violated the laws of both the United States and the demanding country. Moreover extradition can occur only for an offense that has been named in the treaty.








34. exile

The removal of a national from his or her country, or the civilized parts of it, for a long period of time or for life. Exile may be a forceful expulsion by the government or a voluntary removal by the citizen, sometimes in order to escape punishment. In ancient Greece, exile was often the penalty for homicide, while ostracism was a common punishment for those accused of political crimes. In early Rome a citizen under sentence of death had a choice between exile and death. In this case, exile was a means of escaping a greater punishment. During the Roman Empire, deportation to certain islands became a general punishment for serious crimes. The ancient Hebrews allowed those who committed homicide to take refuge in designated cities of sanctuary. Until 1776, certain types of English criminals were transported to the American colonies, and later, until 1853, they were sent to penal settlements in Australia. Both the Russian czarist and Communist regimes have transported prisoners to Siberia. With the growth of nation-states and the acceptance of the doctrine that ties between state and citizen are indissoluble, exile for criminal reasons has become infrequent. However, modern civil wars and revolutions have produced many political exiles, including large numbers of refugees who have been victims of the upheavals in some manner. Such exiles are not subject to extradition and may demand protection from the country receiving them. The concept of “government in exile”—one person or a group of persons living outside their state and claiming to be the rightful government—has become accepted in international law during the 20th cent. This situation usually arises when a warring state is occupied by the enemy and its government is forced to seek asylum in another state. The government is recognized as lawful if it attempts to regain control and if it has armed forces integrated in a large alliance. During World War II, the monarchs and governments of Norway, the Netherlands, Luxembourg, Belgium (without the king), and Yugoslavia were exiled in London, while the governments of Charles de Gaulle of France and Eduard Benes of Czechoslovakia were formed in exile.

35. fascism

totalitarian philosophy of government that glorifies the state and nation and assigns to the state control over every aspect of national life. The name was first used by the party started by Benito Mussolini, who ruled Italy from 1922 until the Italian defeat in World War II. However, it has also been applied to similar ideologies in other countries, e.g., to National Socialism in Germany and to the regime of Francisco Franco in Spain. The term is derived from the Latin fasces.



Characteristics of Fascist Philosophy

Fascism, especially in its early stages, is obliged to be antitheoretical and frankly opportunistic in order to appeal to many diverse groups. Nevertheless, a few key concepts are basic to it. First and most important is the glorification of the state and the total subordination of the individual to it. The state is defined as an organic whole into which individuals must be absorbed for their own and the state's benefit. This “total state” is absolute in its methods and unlimited by law in its control and direction of its citizens.

A second ruling concept of fascism is embodied in the theory of social Darwinism. The doctrine of survival of the fittest and the necessity of struggle for life is applied by fascists to the life of a nation-state. Peaceful, complacent nations are seen as doomed to fall before more dynamic ones, making struggle and aggressive militarism a leading characteristic of the fascist state. Imperialism is the logical outcome of this dogma.

Another element of fascism is its elitism. Salvation from rule by the mob and the destruction of the existing social order can be effected only by an authoritarian leader who embodies the highest ideals of the nation. This concept of the leader as hero or superman, borrowed in part from the romanticism of Friedrich Nietzsche, Thomas Carlyle, and Richard Wagner, is closely linked with fascism's rejection of reason and intelligence and its emphasis on vision, creativeness, and “the will.”




The Fascist State

Fascism has found adherents in all countries. Its essentially vague and emotional nature facilitates the development of unique national varieties, whose leaders often deny indignantly that they are fascists at all. In its dictatorial methods and in its use of brutal intimidation of the opposition by the militia and the secret police, fascism does not greatly distinguish itself from other despotic and totalitarian regimes. There are particular similarities with the Communist regime in the Soviet Union under Joseph Stalin. However, unlike Communism, fascism abhors the idea of a classless society and sees desirable order only in a state in which each class has its distinct place and function. Representation by classes (i.e., capital, labor, farmers, and professionals) is substituted for representation by parties, and the corporative state is a part of fascist dogma.

Although Mussolini's and Hitler's governments tended to interfere considerably in economic life and to regulate its process, there can be no doubt that despite all restrictions imposed on them, the capitalist and landowning classes were protected by the fascist system, and many favored it as an obstacle to socialization. On the other hand, the state adopted a paternalistic attitude toward labor, improving its conditions in some respects, reducing unemployment through large-scale public works and armament programs, and controlling its leisure time through organized activities.

Many of these features were adopted by the Franco regime in Spain and by quasi-fascist dictators in Latin America (e.g., Juan Perón) and elsewhere. A variation of fascism was the so-called clerico-fascist system set up in Austria under Engelbert Dollfuss. This purported to be based on the social and economic doctrines enunciated by Pope Leo XIII and Pope Pius XI, which, however, were never put into operation.



History

Origins of Fascism

While socialism (particularly Marxism) came into existence as a clearly formulated theory or program based on a specific interpretation of history, fascism introduced no systematic exposition of its ideology or purpose other than a negative reaction against socialist and democratic egalitarianism. The growth of democratic ideology and popular participation in politics in the 19th cent. was terrifying to some conservative elements in European society, and fascism grew out of the attempt to counter it by forming mass parties based largely on the middle classes and the petty bourgeoisie, exploiting their fear of political domination by the lower classes. Forerunners of fascism, such as Georges Boulanger in France and Adolf Stöker and Karl Lueger in Germany and Austria, in their efforts to gain political power played on people's fears of revolution with its subsequent chaos, anarchy, and general insecurity. They appealed to nationalist sentiments and prejudices, exploited anti-Semitism, and portrayed themselves as champions of law, order, Christian morality, and the sanctity of private property.

Emergence after World War I

The Russian Revolution (1917), the collapse of the Central Powers in 1918, and the disorders caused by Communist attempts to seize power in Germany, Italy, Hungary, and other countries greatly strengthened fascism's appeal to many sections of the European populace. In Italy, particularly, social unrest was combined with nationalist dissatisfaction over the government's failure to reap the promised fruits of victory after World War I. The action of Gabriele D'Annunzio in seizing Fiume (Rijeka) was one manifestation of the discontent existing in Italy. Appealing to the masses and especially to the lower middle class through demagogic promises of order and social justice, the fascists could depend upon support, financial and otherwise, from vested interests, who could not muster such popularity themselves.

Governmental paralysis enabled Mussolini in 1922 to obtain the premiership by a show of force. As leader of his National Fascist party, he presented himself as the strong-armed savior of Italy from anarchy and Communism. Borrowing from Russian Communism a system of party organization based on a strict hierarchy and cells, which became typical of fascism everywhere, he made use of an elite party militia—the Black Shirts—to crush opposition and to maintain his power.

In Germany at about the same time a fascist movement similar to that in Italy steadily gathered strength; it called itself the National Socialist German Workers' party (Nazi party). Its leader, Adolf Hitler, won support from a middle class ruined by inflation, from certain elements of the working class, especially the unemployed, and from discontented war veterans; he also gained the backing of powerful financial interests, to whom he symbolized stability and order. However, it was not until 1933 that Hitler could carry through his plans for making Germany a fascist state and the National Socialists the sole legal party in the country.

The military aggression so inherent in fascist philosophy exploded in the Italian invasion (1935) of Ethiopia, the attack (1936) of the Spanish fascists (Falangists) on their republican government (see Spanish civil war), and Nazi Germany's systematic aggression in Central and Eastern Europe, which finally precipitated (1939) World War II.

Fascism since World War II

The Italian Social Movement (MSI), a minor neofascist party, was formed in Italy in 1946. It won wider support when the pervasive corruption of the governing parties was exposed in the early 1990s, and it became a partner in the conservative government formed after the 1994 elections. In 1995, however, the MSI dissolved itself as it was transformed into a new party headed by former MSI leader Gianfranco Fini and including the majority of former MSI members. Fini's right-wing National Alliance rejected fascist ideology, including anti-Semitism, and embraced democracy as one of its principles and has participated in center-right governing coalitions.

In postwar West Germany, neofascism appeared in the form of the temporary growth of the nationalistic National Democratic party in the mid-1960s. Following German reunification, neo-Nazi groups in the country gained increased prominence, with new members being drawn to the organization as a result of social upheaval and economic dislocation, and the nation experienced an increase in related violence, especially attacks on immigrants and foreigners. Neo-Nazi groups also exist on a small scale in the United States, and right-wing nationalistic movements and parties in countries such as France, Russia, and some republics of the former Yugoslavia have political groups with elements of fascism. For many of these parties, however, ethnic and racial animosity is often more significant than fascist philosophy.
