A state convention implies the gathering of all the 50 states of America where they argue to ratify an amendment to the constitution. By 3/4th state convention ratification means, for an amendment to be adopted, it has to be agreed and ratified by 3/4th totality of overall 50 states of America.
Ans to Q'n 2:
when a motion of no-confidence is passed against the gov't, Parlimant has to pass a confidence motion within 14 days on a new gov't otherwise it stands dissolved and its term expired.
In this case when General Elections take place and say, the same party secures majority, the term of parliament is renewed.
