Please go through this thread from start to last, you'll find answer to your questions. there's website for USEFP, pls check that out too, that might help you.. what i know, 16 years education is compulsory, plus GRE only will be enough, no need of TOEFL or IELTS.. by the way, date is already over for 2014 scholarships so you need to wait till new advertisement of scholarships..
