Obviously not, Every topic has its own limitations and points. Like if you are asked to write on Gender Inequality then you have to take it in broader perspective. You can include Islamic, Pakistani, Western perspective. On the contrary if you are asked to write on Gender Inequality in Pakistan, you have to limit your scope and write from only Pakistani perspective.
