Constitution is a sketch or idea upon which the laws are based. Like Constitution grants fundamental right to live. So in the light of this provision of constitution such laws should be made and enacted which assure the protection of lives of people.

Just to add one point:
LAW:- Law is the body of principles recognized and applied by the state in the administration of justice.
In short:- The Constitution is the supreme law of the land; all other laws must be in accordance with it to provide remedy to the aggrieved & penalize the wrongdoer.
