If advertisement is composed carefully and it contains no typo error, then:
Bachelors and masters degrees in the mentioned subjects will be accepted but 16 years requirement is not mandatory.
Engineer in computer science is eligible.

However; contrary to the above interpretation I think advertisement contains typo error and needs clarification from the concerned authorities. Clarification might contain words “masters or higher degrees in these specific subjects will be preferred”.
