That totally depends upon the nature of the question. For example:
(1) what were the effects of various Muslim invasions on the Subcontinent?
Here you need to give headings since the impacts/effects were diverse i.e. Social, Cultural, Political, Religious etc.
(2) The 1937 Elections was the last nail in the Hindu-Muslim Unity coffin. Critically evaluate/discuss.
This question does not demand any headings.
However, the safe bet is to use a different color ink (preferably black) for all the important points [similar to what we use as 'bold' alphabets on the internet] even within the paragraphs. It grabs attention of the check & that's your primary goal
