C.S is incharge of S&GAD and posts of SO/AC come under the administrative control of S&GAD. The posts pertains to other departments are equally important but due to technical in nature there are less chances of corruption. For instance a doctor will be mad to pay for post of medical officer cz there is no competition on such posts whereas people are ready to bet millions on posts of AC/SO.
