It can be called a Home Security Policy-for its focus is more on internal law and order- rather than a pervasive NATIONAL security policy . the focus has been laid on counter terrorism and Taliban which is one facet of the national security paradigm.

the causes of the internal security have been identified as :

flawed Kashmir and Afghan Policy

Poor state institutions ans governance

no definite and holistic solutions have been devised except focusing on the capacity building of the law enforcement agencies and the establishment of a Directorate of Internal Security , which is not a panacea for all the mess.
