I think the test was good as outline was given and the candidates were asked to write minimum one paragraph on each topic. Now it was up to the candidate to manage his/her time. I think the minimum limit was given by NTS due to time of paper. So i think it is not a big issue that if some one write in more than a paragraph so he is she will not get marks for that.It was up to candidate that in how much words or paras he is she can convey idea about the topic.
