In 2008, I was preparing for IELTS. I asked the same question to the teacher at the institute. He told me like that:
If the person that is making this action to happen present on the spot, then we can say
" He makes write a letter"
But if someone orders or asks someone to write a letter over a telephone or he/she is not present at the spot. Then we can say
" He gets written a letter"
