1). This calender year thing is explicitly written in Clause 4. Re-read it,

4. Permission to be given or application to be forwarded not more than twice.-(1) Subject to the provisions of rule 3, the applications of, or permission to, a Government servant for appearing at competitive examinations at which he is otherwise eligible to appear shall not be withheld or refused, but in no case shall the applications be forwarded or permission be granted for appearing at more than two ministerial services competitive examinations during any calendar year or at more than two competitive examinations other than ministerial services competitive.

2). Did you apply in written? Apply it in written and seek their reply in written. As per the same clause, they cannot withhold or refuse forwarding your application. If they stop and reply in written, you can go to FST or other relevant body.
