In my opinion, the merit should be determined through calculating weighted average of both the tests. If they are going to conduct the second test, people with high marks will consider it injustice as the high achievers will stand at zero before the commencement of second test. Also, the 1st test was more pertinent with the job specifications and conducting a GAT type test doestn't seem appropriate. Anyway, we should prepare ourselves for the worst.
