- Old / Obsolete infrastructure
- Lack of requisite training
- Delayed and slow process
- No incentives
- Nature of job and no facilities

-must be independent like defense forces
-merit based appointments
-No intervention
-top appointments at least for minimum 3 years
-latest equipment and infrastructure
-proper grooming
-improvement in ethical values/standard
