CSS 2014 Rules stated :
"The Question Papers in Urdu or other Pakistani regional languages (Punjabi,Sindhi,Pushto,and Balochi) Persian and Arabic should be answered in the respective languages OR IN URDU/ENGLISH unless otherwise directed in the question paper."

So it appears to be confirmed that for Persian and Arabic , the whole paper will have to be attempted in Persian and Arabic respectively in CSS 2015, as the CSS 2015 Rules have done away with the option to attempt them in English or Urdu.

Means if its directed in paper to attempt in any other language say in urdu or english then u can.
The clause "unless otherwise directed" was also there in the CSS 2014 Rules which I have stated in the post above.The phrase "or in English /Urdu" which was a part of CSS 2014 Rules has been omitted in the CSS 2015 Rules,which naturally means that the whole papers will have to be attempted in Persian and Arabic.

Dear in the case of regional languages we are required to attempt the entire paper in these languages.Previously, in the case of Persian and Arabic, questions worth 40-45 marks were required to be answered in these languages only,the rest of the paper could be attempted in English or Urdu.
