Default kindly help regarding phd

my qualifications
MBa(Finance) 2.96/4 (about 75%)
Bba-hons( Finance)3.23/4 (69.17%)
ICS 703/1100 (64%)
Matric 628/850 (74%)



okay so now phd eligibility in universities ask for 3.0/4 CGPA in masters or 60% marks. problem is in Iqra university,the criteria is rather stupid,their grading system is bracket wise.i.e A grade is above 88% marks.then B grade is from 82-88,C grade is from 70something and so on.their passing marks in any subject is 60%. I did BBA hons from Arid agriculture university.their A grade was on 80% marks and they had their GPA calculated for each number.(arid student will know better)
now is there any equivalence certificate from HEC which can convert my CGPA of Iqra university on a scale of 80% A grade thingy? i read somewhere that they have equivalence certificate for such issues..any help would be highly appreciated.
