First of all, the reason of failure in Islamiat paper is not that it is a very difficult one, nor it's syllabus is difficult. The major reason of failure, methinks, in this important paper is that people prepare it in traditional way, read the questions that are of usual practice. But they don't give recent trends or anyalytical look in their papers. They are thrown out when the on-going scenario demands and focuses upon the latest developments in the Muslim World's approach.
Secondly, keeping in mind the aforesaid aspect, Non-Muslims can/should opt Islamiat as this is now more an analytical and contemporary world affairs paper. They just have to be good in analysis - problems and solutions plus the basic knowledge of Islam.
Yes, it can give better marks if prepared according to the paper's demands.
