I don't have my university degree and inter certificate yet...I will get it by 31st October.

According to the advertisement, copies of the required documents, photographs etc must be dispatched to Secretary FPSC so as to reach FPSC Headquarters, Islamabad within 10 days of the closing date.

So what does this 'within 10 days' mean? Does it mean that my documents should reach Islamabad by 10th November? Or are they supposed to be delivered before 31st October?

Please let me know, I will be grateful.
