As far as the fee submission is concerned, you can submit it before or after plugging your information online. Do remember that at the last stage of process, when you finally apply for CSS 2015, you have to enter the particulars of challan. I presume treasury number will be provided to you by the cashier (in the challan it is mostly written with red pencil). In this regard, you can also confirm the matter from the cashier of the bank where you deposit your fee.

Once you apply for CSS 2015 after filling all pages/information, you can go to 'application history' and print preview the form and print it. You have to send this form to the FPSC. Once you get the print, the required documents are mentioned in the last or second last page. You need to checkmark the documents that you have sent with the hard copy of the form. All copies should be attested. Your photos should have your and your's father name at the back. The photos need to be attested from the back.
Also, it is advisable to retain a duplicate copy of hard form with you. Moreover, you need to sign the hardcopy (there is a given space on the first page).
I think the following 'educational' documents are required in addition to domicile and applicable annexes.
Matric Certificate
Fsc Certificate
Degree (If you don't have it, then the Transcript. You can also send both the degree and transcript but i think thats not mandatory)

Even if they provide you the duplicate certificate after a week (on or after 28th October) you can easily send it with the form before 31st October. Do keep in mind that hardcopy plus required documents must reach FPSC by 10th of November. Hence, you have ample time for process. However, you must complete the online form in due course of time.

Take it easy and continue with your preparation.
