Default What should be the tense of the answer while solving the questions of a comprehension

Dear members, i just studied a set of rules written on a page that was composed by an English professor. There was written that the answer to a comprehension's question should be in past tense. But then i went through a solved passage of Prof. Bukhari sb which was published in JWT magazine.
Now I am confused. Kindly guide me, should i answer in the past tense or what kind of tense should i use?
