Yes, Master Degree or BS 4 years degree is equivalent to Masters Degree and one can apply when 16 years is asked. Same is the case with DZO jobs. But if the subject of degree is specified in the ad, you have to check whether you have that degree or not. Suppose, the ad demands Masters in Economics and you are Masters in Urdu, you are not eligible as you haven't Economics degree.
