This is basically referring to two contrasting attributes of Gandhi's personality.
As a saint - his policy of non violence and tolerance.
He fought for rights of the oppressed in Africa and then in India- always through peaceful means.
But he was no less of a politician, as well.
As a politician- he was cunning and even deceitful at time.
He never missed any chance to use the public approval and acceptance gained through altruism for political gains.
You can quote his role in Khilafat movement as an example here. Apparently he was helping Muslims but strategically he was working for Hindus advantage.
Since Jinnah said that remember the emphasis here is on the second part
