what does this actually mean ? how will they then recruit people ?

will they hire those already serving in lower grades?
will they directly hire people like private organisations seeing there cvs etc ?

what actually would be the procedure ?

i know there would be nepotism but what officially is the procedure, how would CM hire ?

how will that selection committee hire ? adds in newspapers ? experts ? technocrats types ?
