Where can I get the Hierarchy of Authority currently employed in Pakistan. Means that if you're powerful, can gather a mob, have links with influential names, and have huge investment behind, you can enroll yourself in list of voters and get enter into Parliament and Rule the country/district (that's basically Policy Making). But if you're intelligent, hard worker, and determined, do CSS and be DC/AC of your district, DIG or something else, and follow the command of PM and Politicians???? Am I right in getting that?

Apart all, can anyone guide me, how the Administrative wing works in Pakistan. Means, 1-Legislatures sit in Parliament and are elected Politicians, 2-Judiciary is court system, and judges, too elected by Parliament 3-Administration is what Parliament select to be PM and President and CM is what PM decides, so what the HECk CSS has in Authority?
