First of all let me clear some thing in democracy Parliament is supreme legitimization authority and selected for policy making by voters but unfortunately it acts like a dummy in the Pakistan.
Second Supreme court and other important designation appointment is always done by recommending not by selecting.The process of selection is through proper Channel
Thirdly civil services officers are the linking bridges between the policy making(parliament) and its implementation and evaluation.
