OK, he has a PHd, thanks for correcting me, but he is an exception, not a rule. Also, how many research papers has he published? At his level having a doctoral degree is meaningless unless you also state the amount of research that a individual has published in peer-reviewed journals.

Would you want a mechanic with 6 months of surgical training to operate on your heart? No? Then why would you want a person like Nargis Sethi (the former Water and Power Secretary) who has no experience with power generation and distribution to run your country's ministry of Water and Power? People spend their entire lives in this field, are you really so naive as to think that a person can become a master with 6 months of training?
