Even if CSS Officer will never be able to use forestry (if he has studied it while preparing it for CSS exams) at least he's intelligent enough or has passed through a rigorous training of logical and analytic process, that makes one distinguished among crowd. Other thing is OFFICERS aren't technicians they're not like Doctors/Engineers, what a engineer do is akin to what a electrician do (that is application of some scientific rules). But MANAGEMENT is not to do the WORK but to manage how the work is done (by the people). So even if a Minister of railway don't know how rail actually runs, still he can be a good manager (through skills and experience). But my question is who will decide who will be the Manager of manager? That is CSS Manager works under non-competitive Politicians.
