The said rule says that you need 40% marks in each compulsory paper to get through.
As G.K is a single subject consisting of 3 parts you need 120 marks as a whole to qualify this subject.For instance you get the following marks.
Gk 1 :30
Gk 2: 30
GK 3 : 70
your total marks are now 130 so you are pass although you fail to get 40 % in GK 1 and 2.
Now in case of optionals you need to secure 33% marks in every subject may it be paper 1 or 2 as in your case
Geography 1: 34
Geography 2: 32
you will be designated as fail in geography part 2 paper although you are able to get 33% marks overall.
