I think you should leave quite early considering the traffic jams in Peshawar during peak hours. University Road, Gora Qabristan check posts and GT Road are the main hurdles, rest is fine. Maybe you should leave home at about 7:30am to reach by 8:30am i.e. 30 mins before the exam commences. I don't know about phones but there might be a facility of collecting phones by the examination staff, can someone else confirm this? About the 2 hrs break, I think it is better to stay at the venue because most of those 2 hrs will be spent on the roads if you intend to go back home and come back for the next paper.
