Simply put, this particular circular does NOT apply to NAB and its recruitment process.

BUT THIS IS MY LEGAL OPINION, WHICH MAY OR MAY NOT BE CORRECT.
PRESS RELEASES

Date: 4-Apr-2015
Title: Press Release - NTS to recruit 135 Officers

ISLAMABAD, April 4, 2015: In line with the directions of Establishment Division, Government of Pakistan, National Accountability Bureau (NAB) assigned National Testing Service (NTS) to recruit 135 Officers comprising 01 Additional Director (BS-19), 29 Deputy Directors (BS-18), 58 Assistant Directors (BS-17) and 47 Junior Investigation Officers (JIO) (BS-16) transparently on merit.

National Testing Service (NTS) gave advertisement for recruitments of 135 posts of National Accountability Bureau (NAB) from BS-16 to BS-19 in national newspapers as well as placed NAB Advertisement at NTS Website. National Testing Service (NTS) received 45372 applications against 135 posts of National Accountability Bureau (NAB). National Testing Service (NTS) after scrutiny of applications conducted written tests throughout the country and short listed 1531 candidates for psychological tests against 135 posts of BS-16-BS-19.

Now, National Testing Service (NTS) has called 1531 candidates against the 135 posts of National Accountability Bureau (NAB) from BS-16 to BS-19 for psychological tests on Sunday, March 5, 2015 as per criteria of 1:10 ratio of top merit for each position.

What your legal opinion say about the bold area of above mentioned Press Release issued by NAB?

and visit the following link to further information regarding direction of Establishment Division. It is very clearly written in the circular that it would apply to Ministries, Divisions, Sub-ordinate offices, Autonomous, Semi-Autonomous bodies, Corporations, companies & Authorities. And i am sure that Autonomous, Semi-Autonomous bodies, Corporations, companies & Authorities are not governed by the Civil Servant Act 1973 instead these organizations have their own rules, regulations & Act.
