Firstly, I would myself prefer that the interview is weighed. Still, it doesn't change the fact that it won't be.
NAB is hiring in line with the instructions issued to it by the Establishment Division. Now, the establishment division has issued a circular that gives guidelines on how to hire. The process under this new circular depends on a committee formed under the Civil Service Rules 1973, which do not apply to NAB, so NAB cannot possibly adopt the procedure.
If you ask everybody to do X by specifically using Y, and A is not allowed to do Y and you do not either have the power to permit Y to A, then simple syllogic reasoning would have it that A is NOT bound by your instructions.
