Karachi, the city of lights, has been the heart of Pakistan for being the economic hub of the country, now is suffering from all kind evils like extortion, kidnapping, killing, etc. Recent past has witnessed severe type of crime rate in the city and civil security institutions have faced the same level of failure as is the crisis. So the Ranger has to be put in to create a conducive ambience for the civic life.
But Saturday May 23, afternoon showed us the power play of civil security establishment acted by Special Security Unit’s personnel to create a sense of horror and anarchy. They beat up the security guards of ex-interior minister of Sindh, Zulfiqar Mirza and ex-speaker of Singh Assembly, Fahmidah Mirza and the journalists brutally who were covering the show outside the Sindh High Court and these implementers of law tear off the judiciary’s verdict itself blatantly, same as was in Lahore, when Punjab Police acted against the court’s ruling in Model Town. At first instance when I saw the footages of masked faces and heavyweight body featured persons on TV, spreading terror and people standing there were in panic, it made me think that these must be the fighters of ISIS who might be going to claim the area in the city under their control, but after a little while, the situation was understood.
The point to discuss all this matter is if Sindh security establishment has such talent which has no fear of consequences and has offensive strategy then why has the Karachi been in such volatile situation for many years? Almost everyone in Karachi is aware of the whereabouts of perpetrators then why the police of different institutions was reluctant to take such actions against the real enemy of peace.
The responsibility of civil security establishment is to create and maintain the peace and normalize the civic situation by implementing law but nowadays they have totally forgotten the real rationale behind their existence. Its reason is that the bureaucracy has entwined with politics as much level that the political monarch has become all-in-all in the area of their influence.
The covert mutual interests of this political monarchy are the actual impediments in the way of creating peace in the city and these interests create the differences not only in the different institutions but also among the departments within the same institution. A single institution has several factions within it and each of the faction has its own kiblah. These groups within civil security establishment not only cover-up their sympathizers’ wrong deeds but also help them commit serious crimes as well. And when the Ranger names any of the political party as they have militant wings then the whole of the polity starts cry out loud that the operation has become politicized. Actually not just the militant wings of different political parties are the cause of this anarchy but the civil security institutions have been busying to act like militant wings for their respective party. That is why the Ranger has to sit on the driving seat.
Besides the reasons and consequences of the action which is gone blockbuster like Hollywood action movie on weekend, one thing is quite obvious that it is the internal weaknesses of the system, not the intensity if crimes which don’t let the institutions work and let destructive element have free hand to prevail and paralyse the civic life.
