I have already confirmed this thing from NAB HR and specially NOC issuing department. 2 NOCs are allowed in one calendar year, moreover you can leave anytime by giving resignation with a notice period of one month and in case bonded period the monetary price of bond. They usually allow people to give css and NOC is usually required by FPSC at the time of interview.

Most probably, I am planning not to join. Selected for AD. reason being some personal and professional preferences.
