i applied last time without HEC attestation and also this time. My friend recommended last year and now serving as Captain(EME) and even he don't have HEC attestation till now.(So HEC is not mandatory atleast at this step).
Are you sure they ask for engineering degree HEC attestation and not for matric certificate showing ASCR stamp on back?
You have to provide them what they asked by visiting and not by courier, otherwise they will not send your form.
