As for your query, you should first read CE(CSS) Rules and
Syllabus and then after analyzing optional subjects choose your optional subjects and start preparation the way you want i.e either through academy or CSS Forum or individual teachers.
However, first you should read rules (
CE-15 Rules /
CE-15 Rules pdf) and syllabus recently updated for CE-16 and then further steps.
