Default Can one be successful with 3 months preparation?

I am applying for CE-16, I have chosen my subjects (IR, Town planning & Urban Management, Urdu Literature, Criminology, Islamic History & Culture)

I have not started preparation yet. Now I know I can wait for 2017 test but due to some personal reasons I would not like to wait for that long.

Now, all I want to know from seniors, CSP's, and everyone else, do you guys think it is practically possible to make it to top 250 with 3 months' preparation?

Some points to consider:

>I can devote 10 hours to preparation daily.
>I have good grasp over English, though not of CSS standard, YET.
>I can gather motivation, confidence, in short the mental state and stamina required, I can achieve that on daily basis. But since I have not actually started preparing yet, I cannot know if it's practically possible. So what I want is the realistic answer from experienced people who know what comes when one swims deep in the ocean of CSS preparation.
