They are not dependent upon inspectors since most of their inquiries are concerned with third parties and they simply serve notices on third parties like banks, regulatory authorities, employers, suppliers etc. through TCS/OCS and inquire about a particular case and the role of inspector can be duplicated by deputing a UDC, LDC or even a notice server too, so senior authorities are not as such "dependent" upon inspectors.
