Yes the country does not want to invest on someone who is not worthy of becoming a scholar. Country want to send best of their talent abroad for exposure, and not someone who cannot qualify a test. Another reason is the admission criteria of host country and university. Its not like all forwarded applications are accepted by host country, therefore no point of forwarding an application which cannot secure admission, its just waste of seat which wouldn't have been wasted if some other category's competitive application was forwarded.
So in short, even if all 5 applicants of xyz category are selected by IPC, they will not be able to secure admission if they don't have a great profile, resulting in waste of seats which could have been avoided if only competitive applicants from xyz category were selected, but rest seats were utilized by other categories. That's exactly what current selection process does, testing applicants in their own categories yet making overall merit to minimize the wastage of seats.
People who are receiving emails have just passed the first round of scrutiny, few more to go.
