Default How much English matters in written exam of the CSS?

Despite knowing the fact that English language plays a very important role in helping candidate pass the written exam, but what level of it, one needs to be at, in order to crack this particular written part of the exam? What minimum level of English, examiner expects/wants from a candidate? Is there a way that we could know that we've achieved a required level of it, which can get us through this exam? Why do we see sometimes that intelligent students, having excellent English skills, fail written exam or essay? Why does it happen? What do you people say?
