31st December is the cut off date. Your age will be over 30 years on cut off date for CE-17, which will make you not eligible for the coming exam, unfortunately.

Bachelors(Hons) degree is equivalent to the 16 years of education. So there won't be any effect on those having Bachelors(Hons) degree if minimum education is increased to 16 from 14.
