Default Drug Regulatory Authority has one month to fill 192 posts - The News

ISLAMABAD: Despite various assurances on the floor of the House, Ministry of National Health Services, Regulations & Coordination has failed to fill 192 vacant posts in Drug Regulatory Authority of Pakistan (Drap). Wafaqi Mohtasib has directed the ministry to fill the posts within a month.

The Drap in its written reply to Wafaqi Mohtasib in a petition filed by one of the candidates has said, "After conducting interview, the Scrutiny Committee is scrutinising the verification of qualification documents of the candidates, interviewed for the posts of Deputy Director (RO-13) and Assistant Director (RO-12) in Ministry of National Health Services, Regulations & Coordination, in line with Federal Government's Office Orders No.F.4-9/2Q16-DRAP/NHS.R&C dated 24.02.2016 and 10.05.2016. Further process for appointments in Drug Regulatory Authority Pakistan will be initiated in accordance with the recommendations of the said committee”.

The complainant Adil Saeed stated that DRAP advertised posts in April 2015, NTS conducted test in August 2015, his interview was conducted in January 2016, From January til now he is not yet informed about the result and is kept in dark. He did qualify in test and was interviewed and now waiting for the result. This delay is destroying his future. He is jobless and waiting for the result. He cannot apply anywhere because he does not know status of the result of the interview conducted by DRAP. He had first position in test for Assistant Director medical devices. He is very hopeful that he has qualified in the interview also.

The complainant also produced an office memorandum of Establishment Division No F 53 /1/2008-SP, dated 22-10-2014 and alleged violation of clause (xiii) of the said memorandum by the Agency {DRAP). This clause states that “Ministries/Divisions/Departments/Attached departments/Sub-ordinate offices/ Autonomous Bodies/ Semi-Autonomous/ Corporations/ Authorities etc. are required to finalize the recruitment within sixty days from the date of advertisement”.

After hearing the case, Wafaqi Mohtasib has directed the Drap authorities to finalize the process of appointment within one month and termed the delay in appointment as mal-administration.

“From the preceding facts, it is abundantly clear that the Agency is in violation of the above quoted instructions. Even otherwise, both the Agencies involved in the subject complaint, could not provide any satisfactory reason for delay in announcing the result. Therefore, as far as the Ministry of National Health Services, Regulations & Coordination is concerned, their stance that a summery has been submitted to Prime Minister for his approval and his decision is awaited is incorrect. However that is for the appointments of Directors only.

Rest of the appointments are in domain of DRAP and it has taken unnecessarily long time to scrutinise the documents which is lame excuse for not announcing the results, therefore it is guilty of mal-administration,” says, the decision of Wafaqi Mohtasib.
