Nice try, but I think you need much more composed understand of this topic. You are discussing topic "Causes of Bad Governance" not the topic Good Governance. :-).

What I think you can do:
1- Read topic 3 to 4 times with full concentration.
2- Concentrate on each word. In this case "Good" "Governance".
3- Once you have complete understand, and content in your mind.
4- Write it point-wise, make as much points as you can.
5- Once done, now check if something is repeating or giving same meaning. If yes remove repeated points.
6- Now arrange remaining points.
7- Re-think and in case you remember any quotes, reference, historical date, fact and figures also write them.
8- Once done, now again read the complete out line, this time make sure you have everything in sequence.
9- Write outline, and start your essay.
10- This practice can take more than 30 minutes.
