Public Sector PIPFA is compromised of Rules that are practically applicable in govt offices like General Financial Rules, Provident Fund Rules etc. After qualifying PIPFA there is no guarantee that one would automatically be granted grade 17. It is based on vacant posts and availability of them. So it can be a long journey to BPS 17.
