Yes, the test was conducted in 2014. But over the period of time it transpired, to the astonishment of many in the Department, that the whole process was in contravention of Local Government Act of 2013. As per section 118(2):
" Government shall, within one year after commencement of this Act, provide for service structure of the Local Council Service and the Servants of Local Councils including speci fication of posts to be filled through Khyber
Pakhtunkhwa Public Service Commission."
As for NTS, offering services for a component of the recruitment process, it has nothing to do with the whole recruitment process conducted by the concerned department.
