There is already another active and dedicated thread for CE-17 Online Registration. These queries have already been answered there.
Registration open for CE(CSS) 2017
1. Put the date you are applying for CE-17 as that date along with your DPC shows you are employed and applying through proper channel hence job is continuous.
2. Yes you have to send DPC in original with your application form.
