This relates to how you look at administration. One view is that administration and management are basically the same. According to this view, the role of administration is to execute policy directives. Policy in turn is sketched out by parliament. This view comes from the politics-administration dichotomy tradition.
The other view of adminstration sees it as the sum total of all state activity. This includes the making of laws by parliament, their execution by politicians and civil servants, and also the function of the judiciary in interpreting the laws.
