It refers to the difficulty President Wilson had in getting his famous 14 points approved without an amendment. French and U.K heads were more interested in enjoying the spoils of war while on the other hand President Wilson wanted a more just and equitable solution where principle of self-determination was the dominant deciding factor in territorial adjustments etc. You can see the details for this in Majumudar chapters that relate to President Wilson and WW1.
