Default New Civil Service Group is Being Introduced Even superior than PAS and PSP

Planning Commission is planning to introduce new service group.
Better perks and power than all existing groups.

I think that the exam for this group will base on CLUSTER system. Moreover, it can be deduced from the maximum age, 40 years, that the Minimum education would be Mphill.
can anybody tell me that what should be procedure for applying in specific group, let PAS, in this newly introduced CLUSTER BASED SYSTEM

I think the senior bureaucrats of BS-18 & Above will be eligible for induction. As NES will comprise of the officers in BS-19 & above.

I think they will hire people for private sector having 10+ years of experience. Age limit of 42 shows experience will be the basic requirement for this group. We can't say anything unless the ball comes out of planning commission court. Its a good idea to provide high perks to those who want to live honestly.

Government is I think moving towards Singapore Model.where people from private sector can be inducted on higher positions in civil service based on their experience and skill sets.

This is in fact a good Idea.
A good professional from private sector can change the fate of a group.
Just Imagine if government hires the services of Fedex CEO in postal service if he is a Pakistani than what be level of our postal services.
Same you can think for steel Mills,PIA,Railways etc

Are you familiar with the contents of the meeting and how likely is this proposal to translate in to an actual NES cadre?
