Default Sitting bureaucrats must protest against NES.

CSS was introduced to distribute bureaucratic powers. Civil Service group was absolute power in 1960s but after 1973 constitution it became weak by introduction of 12 cadres. Later on in Musharraf era the seizing of magistrate power made the DMG/PAS extremely weak. This decentralization of power has made it difficult for government to execute the orders properly.

This new group NES will be same as Civil Service of Pakistan in past used to be. It will have a lot of powers and extremely rapid promotions. So, NES will be steering the bureaucracy. And NES will be steered by politicians. This performance based salary will be a pressure tool to pressurize bureaucrats so that they follow the orders of political lords exactly even if they are wrong.

This will make the bureaucrats servants of government instead of servants of state.
